For years agricultural employers have used a little-known program to bring in foreign citizens on temporary visas to work on our nation’s farms and ranches. The program, known as the H-2A temporary foreign agricultural worker program, is plagued with abuses of both U.S. workers and guestworkers. Despite these extensive abuses, in December 2008, the out-going Bush Administration tried to make the H-2A program far worse.  This report explains what the H-2A guestworker program is, the all-too-common abuses that workers suffer under it and why we need MORE --not fewer-- protections for workers in it.
